Miami-Dade lawmakers stymie immigration bills
Bills targeting illegal immigration have yet to make much headway in the state Legislature.

Just listen and don't make any noise.
Earlier in the year, before heading to Tallahassee, that was the approach Miami-Dade legislators decided to take on a series of proposed bills they oppose dealing with the issue of illegal immigration.
The strategy may have worked.
With less than a week to go for a series of immigration bills to be approved for final votes on the House floor, the prospects of the measures passing are
''slim to none,'' said Rep. David Rivera, a Miami Republican who chairs the House Rules and Calendar committee, which decides when bills get heard.
''The last thing we wanted was to come up here and start drawing lines and making noise,'' said Rep. Juan Zapata, a Miami Republican and chairman of the Miami-Dade delegation.
``That's exactly what these people wanted -- the attention. It's an election year, and immigration is an easy issue to press on.''
DETAILS
The dozen bills being pitched in the House and Senate would increase employer verification requirements, give local law enforcement agencies more authority to check for immigration status of people pulled over for DUIs, and ban county or city funding for day-laborer centers such as one that exists in South Dade.
Florida lawmakers looking to pass bills targeted at curbing illegal immigration faced one major hurdle this session -- convincing South Florida legislators, who hold key leadership positions in the House and Senate, to support their cause.
Without the backing of House Speaker Marco Rubio, the first Cuban-American to hold the position, the bills failed to get any major play in their committees. Six weeks into the session, a three-hour workshop was held on the six House bills, but even that failed to produce its desired intent of combining the bills into one larger committee bill.
NOT ON THE LIST
''Speaker Rubio outlined the priorities of the session and this didn't fall under that list,'' said Rivera, one of Rubio's lieutenants.
Cities and states across the country have been passing a patchwork of immigration enforcement laws in record numbers -- 244 immigration bills were passed in 46 states in 2007 according to the National Conference of State Legislatures.
All the more reason for Florida to jump on board to pass its own legislation, says Rep. Gayle Harrell, a Jupiter Republican, proposing a bill that among other things would require state agencies to verify the citizenship of any public assistance applicant older than 14. ''We're frustrated that it hasn't moved faster,'' said Harrell, who added that she' prepared to fight for the bill for the rest of the session.
`LITTLE MEXICO'
Her pitch -- and those of legislators backing such bills, including Rep. Don Brown, a DeFuniak Springs Republican and Sen. Michael Bennett, a Bradenton Republican -- might appeal to voters who say they are fed up with illegal immigrants encroaching on their communities.
''My town is now called Little Mexico,'' Deland resident Ann Lambertson told legislators at the immigration hearing.
`ACCURATE FACTS'
The Florida Legislative Hispanic Caucus, to which most Dade legislators belong, opposes the bills.
The group has also taken a similar wait-and-see approach to the measures, noting that it would be ''prepared to provide accurate facts about the benefits that immigration has provided to Florida,'' said Rep. J.C. Planas, a Miami Republican who chairs the Florida State House Hispanic Caucus.
''I find it ironic that looking back at the presidential election, the two candidates that spoke the most about immigration as an issue, TomTancredo and Mitt Romney, finished last in Florida,'' Planas said.
``Tancredo didn't even get to Florida, and Romney didn't win here.
Obviously its not that big of a political issue that the public is concerned about in lieu of the economy.

The TV spots were developed by Morris and the Coalition for the Future American Worker, a large coalition of groups of which CAPS is a member, and are part of an ongoing national campaign.Morris asserts that America's leaders are misinformed or are simply ignoring the plight of low-income Black American workers victimized by mass immigration. Morris has vowed to get the facts about the negative consequences of mass immigration into the hands of all Americans as well as America's leaders whose public statements contradict the facts.Dr. Morris commented, "America's leaders need to wake up. It's a fact foreign workers are taking jobs and depressing wages of Americans from all backgrounds. However, Black workers are being disproportionately affected. REPORT:
Assistant County Attorney Jess McCarty read the foregoing proposed resolution into the record. It was moved by Commissioner Sorenson that this proposed resolution be forwarded to the County Commission with a favorable recommendation. This motion was seconded by Commissioner Diaz. Commissioners Sorenson and Diaz asked that they be listed as co-sponsors. Responding to Chairman Martinez? question whether this proposal supported illegal immigration, Assistant County Attorney McCarty advised that this resolution was applicable to children who immigrated to the United States as a result of a decision made by their parents; and that it would provide a path to citizenship for those children through college or military service. He clarified that this proposal would not apply to the parents of those children; that the children would be allowed to stay in the Country; that legislation on this issue was pending before the United States Congress; and that this proposed resolution would remain in effect, pending the adoption of new legislation. Commissioner Diaz emphasized that the County opposed illegal immigration. He explained that this proposed resolution was a humanitarian way to handle a sad problem. In response to Commissioner Souto's question whether the County would maintain a registry of undocumented children that should not be deported, pursuant to the provisions of this proposed resolution, Chairman Martinez pointed out one of the consequences of this proposed resolution would be the creation of a registry. Hearing no other questions or comments, the Committee proceeded to vote.

REPORT:
Assistant County Attorney Jess McCarty read the foregoing proposed resolution into the record. It was moved by Commissioner Sorenson that this proposed resolution be forwarded to the County Commission with a favorable recommendation. This motion was seconded by Commissioner Diaz. Commissioners Sorenson and Diaz asked that they be listed as co-sponsors. Responding to Chairman Martinez? question whether this proposal supported illegal immigration, Assistant County Attorney McCarty advised that this resolution was applicable to children who immigrated to the United States as a result of a decision made by their parents; and that it would provide a path to citizenship for those children through college or military service. He clarified that this proposal would not apply to the parents of those children; that the children would be allowed to stay in the Country; that legislation on this issue was pending before the United States Congress; and that this proposed resolution would remain in effect, pending the adoption of new legislation. Commissioner Diaz emphasized that the County opposed illegal immigration. He explained that this proposed resolution was a humanitarian way to handle a sad problem. In response to Commissioner Souto's question whether the County would maintain a registry of undocumented children that should not be deported, pursuant to the provisions of this proposed resolution, Chairman Martinez pointed out one of the consequences of this proposed resolution would be the creation of a registry. Hearing no other questions or comments, the Committee proceeded to vote.

Title: RESOLUTION URGING THE U.S. CONGRESS TO PROVIDE A SAFE HAVEN FOR UNDOCUMENTED IMMIGRANT CHILDREN IN THE U.S. UNTIL SUCH TIME AS CONGRESS ADOPTS A NEW POLICY RELATED TO SUCH CHILDREN
BODY WHEREAS, during the past several decades, there has been an increase in the number of undocumented children brought to this country by their parents; and
WHEREAS, some undocumented immigrant children were brought to the U.S. as infants, such as Juan and Alex Gomez, who currently have been allowed to stay in the U.S. until 2009, even though their parents have been deported to Colombia; and
WHEREAS, many undocumented immigrant children consider the U.S. their home and plan to remain here even though they do not have legal immigration status; and
WHEREAS, undocumented immigrant children typically do not themselves make the decision to come to the U.S., current U.S. immigration law treats such children no differently than undocumented immigrant adults; and
WHEREAS, these children live in fear of imminent unannounced detention, removal, and family separation; and
WHEREAS, such acts violate basic American values and traditions by destroying families, traumatizing and impeding the physical and psychological well-being and future of our children, and disrupting the social and economic cohesion of our community; and WHEREAS, Congress currently is considering several types of legislation to address undocumented immigrant children; and
WHEREAS, until Congress decides on a new direction for immigration policy, the U.S. should provide a safe haven for undocumented immigrant children,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Urges the U.S. Congress to pass legislation providing a safe haven for undocumented immigrant children in the U.S. until such time as Congress adopts a new policy related to undocumented immigrant children.
Section 2. Directs the Clerk of the Board to transmit copies of this resolution to the Florida Congressional Delegation.
Section 3. Directs the County's federal lobbying team to advocate for the passage of the legislation set forth in Section 1 above; and directs the Office of Intergovernmental Affairs to include this item in the 2008 Federal Legislative Package.

U.S. SEN. MEL MARTINEZ- REPUB. NAT'L. CMTE. CHMN. RESIGNED IN DISGRACE FOR DEMANDING AMNESTY FOR ILLEGALS
Good riddance- U.S. Sen.MEL MARTINEZ finally resigned as Nat'l. Republican Cmte. Chairman Oct.19th. He was the worst anti-American Republican I have come across to destroy us including putting up a most diabolical Immigration Amnesty Bill to legalize 20 million illegal’s who then would apply to bring in millions of relatives plus legalizing 250,000 workers to come each year & bringing in their families. ROBERT RECTOR- Heritage Foundation Study stated the total amount from that influx could be 103 million aliens at a cost of $2.6 T R I L L I O N ! Squandered tax dollars on aliens who will come take our jobs in this catastrophic economy while Americans jobs & manufacturing plants are sent to foreign countries to compete against us Americans. Sen. MEL MARTINEZ turned out to be an American turncoat like Sen.McCAIN who both sold out America while pandering to Hispanics for votes and just infuriated non-Hispanics to voted against them and their bills.
